Multiple Ministries Issued 17 Measures to Support Pork Production

According to Xinhua News Agency, Beijing, pork supply and price issues have received social attention. The Ministry of Agriculture and Rural Affairs, together with the National Development and Reform Commission, the Ministry of Finance, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Transport, and the Banking Regulatory Commission, have successively issued 17 policy measures to support the development of pork production.
The main policy measures are the following:
Infrastructure: Before the end of 2020, appropriate subsidies shall be provided for the construction and expansion of breeding farms, large-scale pig farms, to support animal epidemic prevention, manure treatment and breeding, other Infrastructure constructions such as environmental control and automatic feeding.
Subsidies and loan interest: The implementation period of liquidity loan interest subsidies for breeding farms and large-scale pig farms will be extended to December 31, 2020. During the extension period, the pig farms and scale pig farms that met the requirements can use funds for new construction and expansion of farms within the scope of support.
Insurance: From May 1st of 2019 to December 31st of 2020, insurance for breeding pigs (breeding sows) shall be increased from 1,200 to 1,500 Yuan per pig, insurance for meat providing pigs (fattening pigs) should be increased from 500-600 to 800 Yuan per pig.
The treatment of manure: Expand the utilization of livestock and poultry manure resources and implement the scope of promotion projects at whole county level. In 2020, select 100 pig farms with more than 100,000 pig stocks in non-animal husbandry counties to carry out the utilization of livestock and poultry manure resource.
The subsidies: The subsidy for breeding female pigs shall not exceed 40 Yuan per year and per pig. The mandatory culling subsidy for African swine flu impacted pigs will be adjusted from the current annual settlement to a semi-annual settlement at central and provincial level. After the financial funds are issued, the county and the city will pay the subsidy funds in place within three months; strengthen the overall role of provincial finance, reduce or cancel financial burdens on county and local administrations.
Breeding land: The pig breeding land is managed according to the agricultural land. It is not necessary to go through the formalities for the approval of construction land. Under the premise of not occupying the permanent basic farmland, the space for pig breeding land can be reasonably arranged, and the general cultivated land can be used as pig breeding land. Cancel the 15-mu (one hectare) ceiling policy and ensure the disposal of waste from pig breeding facilities.
The transportation: Starting from September 1, 2019, the vehicles that legally transport live pigs and frozen pork shall enjoy “green channel” policy for fresh agricultural products transportation, from September 1, 2019 to June 30, 2020. During this period, vehicles that legally transport breeding pigs (breeding sows) and frozen pork are exempt from vehicle tolls.
Mortgage loans: Pilot projects for land management rights, breeding farms, and large-scale farming, machinery mortgage loans in Liaoning, Henan, Guangdong, and Chongqing shall be carried out to support areas with live pig mortgage registration and circulation, etc., in accordance with the principles of marketization and risk control.
Agricultural machinery: All the purchased items for the production of pigs in the scope of the national agricultural machinery purchase subsidy which is included in the provincial subsidies, such as automatic feeding, environmental control, disease prevention and control, and disposal machinery of the pig farms (households) shall be properly subsidized.
