Next week on March 20th, 2018, the 13th National People’s Congress will most likely approve the State Councils submission to restructure several ministries and commissions from the ground up.
The Ministry of Agriculture shall become the new Ministry of Agriculture and Rural Affairs and will gain overall importance. It will integrate responsibilities of the Ministry of Water Resources (farmland and irrigation and drainage construction), parts of the National Development and Reform Commission, NDRC (agricultural investment), the Ministry of Finance (agricultural comprehensive development) and parts of the Ministry of Land and Resources (cultivated land consolidation and rehabilitation).
The current Ministry of Agriculture will pass on its responsibilities in the areas of “inspection of fishing fleet and supervision” to the Ministry of Transport, the area “supervising and guiding treatment of agricultural pollution” to the new Ministry of Ecological Environment, “grassland and prevention” to the new Ministry of Emergency Management, as well as “surveying and establishing a system of paid use for grassland resources” to the new Ministry of Natural Resources.
Initial rumors to also integrate the State Forestry Administration (SFA) will probably not be realized. Sections of the SFA shall be integrated into the new Ministry of Natural Resources and Ministry of Emergency Management.
